Finally! In all, only reformat and reinstall windows worked. Then windows ran, but IE still didn't run. And nobody is willing to look there.
In Firefox 3.0.5 I would always get a blank page, and in Internet Explorer 7 I would get "Internet Explorer cannot display the webpage". Grr... SHOW ME NOW CNET © CBS Interactive Inc. / All Rights Reserved. It's an issue with IE8 or its settings somewhere.

Tried running that one and all was well. Internet Explorer 11 Not Loading Pages But Chrome Does My ISP says no, and proxy sites don't work. Finally used LINUX to repartition the drive. I am uninstalling firefox now and will try a new download from the website plus I think I'll add chrome for good measure...................I hate updates sometimes................
